Large-Scale Higher Education Housing Redevelopment

As part of a $180 million investment, Dawood provided comprehensive civil design services and managed the large-scale redevelopment of housing facilities across Pennsylvania’s Millersville University Campus. The large infrastructure program involved constructing three state-of-the-art residence halls and replacing existing housing for nearly 2,000 students.

Project development extended beyond new residences and included the reconstruction and addition of parking facilities, extensive utility relocation, and broad site development. Our diverse team oversaw surveying, landscaping, erosion and sedimentation control, subsurface geotechnical and foundation investigations, stormwater management, wetland delineation, rare, threatened, and endangered species coordination, and the creation of preliminary and final land development plans for three phases.

Under our contract for this repeat client, Dawood designed and implemented an underground stormwater detention system that met filtration requirements for National Pollutant Discharge Elimination System (NPDES) regulations. To ensure seamless integration of new housing facilities with existing campus infrastructure, the team developed construction plans and specifications.
